Measurement is the collection of data about what is actually happening on the ground, such as carbon stored, emissions avoided, or habitat restored. The quality of everything downstream depends on how accurate and complete this first step is.
Reporting is the structured presentation of that data according to a recognised method or standard, so that results can be understood and compared. Good reporting makes the measurement legible, but does not by itself make it true.
Verification is independent confirmation that the measurement and reporting are accurate. It is the step that converts a self-made claim into a trusted one, and it is the hardest and most contested part of the process.
